Hover over Clear Browsing Data (or go to Settings > Privacy and Security > Clear browsing data).
Set the Time Range to All time.
Check the boxes for Cookies and other site data and Cached images and files.
Click Clear data, then refresh your page.

Click Safari in the top menu bar and select Settings (or Preferences).
Go to the Advanced tab.
At the very bottom, check the box that says "Show features for web developers" (or Show Develop menu in menu bar).
Now, click the new Develop menu at the top of your screen and select Empty Caches.
